I think that'll be the undercoat before the black is applied.

Yes it is. I spotted it just off Park Lane, a few weeks back. Chatted to the driver who let me take a few pics. The engine is glorious and I think the overall look, with those wheels is much better in the 'metal' than any picture could portray.
