the answer is: No. But you don't need the interface
. According to some Californian regulation, it is not necessary - took TÜV Darmstadt two hours to figure that out.
Just drop me an email via Pistonheads and I'll supply you with some paperwork I used to register my T350 in Germany (the papers are also applicable for a Tamora).

It's a TVR so it's not that simple.
There is an OBDII plug wired into the loom hidden near the fan amplifier in the passenger footwell.
The data that comes off it appears to be encrypted.
There is another data plug in the engine compartment near the fans - I think that it is the one usually used to link up to the diagnostic software at the dealers.
I presume that it also gives out encrypted data.
Maybe now that TVR are dead MBE will release the encryption software under licence so we can all have a play?
