Any chance of a registration?

At last I have parted company with the remnants of a Geep which was cluttering up my garage.
I am pleased to report that the new owner plans to fully restore it and put it back on the road.
now here is the question, I have not got or ever had any registration documents, but, on close inspection number plates were once fitted.
The Geep was professionally rebuilt some 5 or 6 years ago for Earl Waldegrave as an estate runabout, dont have an idea who did it.
The chassis number is jke81691t. I think the running gear and dash are cortina and the engine (missing) was a 2ltr pinto with auto box = The new owner would like to find out what what number was on it in order to apply for a V5 and avoid SVA.
Colour was green, later sprayed red and later still hand painted blue. It actually has a tailgate, which should help tell what age it is.
