Stop and search
Discussion
Today I received one and frankly I don't have a clue what its all about. I had a look on the government web page and they appear to be something to keep antisocial kids in order.
I was down a park with 5 mates between us there were 3 cars and everyone apart from me was enjoying a tin in the autumn sun. We were out flying a model plane and just enjoying the weather. Along comes a smart car with some hobby bobbies and they started talking asking if the cars were ours if we would be moving them and if we were ok to drive.
They announce everyone with a car was having it PNC'd, not a problem, and we would be getting a stop and search. They asked some irrelevant questions like what job I did and recorded what I was wearing. I was asked to sign the form without being shown the whole thing. I assumed it was just receipt of something so did it without thinking. Then I was given a counterpart that had something I wasn't expecting written on it "drinking Alchohol whilst in charge of vehicle". Now I wasn't drinking so that's totally wrong and leaves me quite unhappy. I wouldn't mind if I was but I wasn't and told them at the time.
My gripe about this is that flying a plane isn't illegal, parking isn't illegal and drinking a tin isn't illegal, not that I was drinking anway. So I don't see what ground they have to record my details and waste my model flying time. I also don't like the fact I have been given some form that makes it look like I was doing something illegal. I'm not really too happy about that. On the government site it said that details are kept for records and that if your not being reported you don't have to give details. I wasn't informed of that at the time and frankly I would never have given my details if I was told that.
I have no idea if this is it with this incident and if it's just a toothless warning or not? I certainly don't want my details retained for their records, what are the chances of anything happening if I request they bin my details if I phone up the station for a moan tomorrow.

I'd recommend you visit your local Police station, take the document, and ask to speak to the Duty Sergeant. Calmly and pleasantly explain what happened, explain that you co-operated with everything the PCSOs asked; you had nothing to hide or be worried about so thought you were just jumping through hoops.
Then explain your concern at the incorrect record made of the 'interview'.
If you come across mature and level-headed and quietly but genuinely concerned you should reap the rewards you seek.
Say all the 'right things'. "I don't want to get the PCSOs into trouble, I know they are trying to make communities nicer to live in" etc. Just because it's crap, doesn't mean that it won't find favour when used in the right company.
Just telephoning in will almost certainly get you a 'computer says no' response.

The comment written on it is explaining why they stopped and chatted with you.
It is only a record that you have been spoken with and goes on a database.
They have grounds as your in public in cars drinking alcohol and flying a plane which no doubt may have lead to a call from a local.
It means nothing. It is not a criminal record of any kind.

They and police officer have to make a record of when they stop and account someone. They'd rather not but its insisted upon.
It is not a fine or a note about any offence or anything.
If a police officer (or a PCSO) approaches a person and says something as simple as "Evening lads, what you lot up to then?" Then they have to fill in a form detailing the 'encounter'.
This is one of those forms. Don't worry at all.
We hate them but they're all part of the fact we have to be 'acountable' for all that we do.

Laws change regularly. Who says that today's 'notes' won't be tomorrow's evidence?

That's good to hear but essentially I don't like that fact they have my details against a piece of paper inferring I may be a less than salubrious character. There is no mention of the term of retention either or what defines records; I don't know if records means a compilation of statistics offense type in an area or if this is a footnote in a file against me i.e. was stopped and searched.V8mate said:

Anyway either way it gets filled out, signing is just about showing he has a copy of it.
Well please campaign for the need to fill out stop and account forms to be stopped. No-one likes them

If you don't want to sign just say so. No problem with that at all.

I got one on Friday night, wasn't searched but was after breaking up a fight in the street.
It was bought in to counter / monitor racism in the police force.

He said on three occasions in his post that he wasn't drinking alcohol.
You demonstrate the exact kind of incompetence which causes the dim and distrusting view the public have of the Police and their lackies.

He was with people all drinking in the park with cars - that is a statement of fact. The reason for the stop and account is just that.
Your the sort of barrack room lawyer who gets his mates in trouble.
Look up stop and account forms and you may learn something.

In days gone by it would have been a quick evening all, what are you guys up to, and don't drive if you have been drinking. Then they would be on ther way. Unfortunately our ethnic friends complained about the S&S claiming racism, so the paperwork is supposed to give a paper trail as to the reason of S&S.
From the polics i have spoken to they don't like it any more than the public, if not more so as they know that they have forms to fill in just for making their presence on the street known.
