Stage 1 kits are supposed to give quite a difference, but once it's fitted it will need setting up properly to make the best out of it, a rolling road session works best. As for the chip your friend is right, there are tuning kits for the later injection fuelled minis, but to be honest i have had no real experience with them.
echo all the statements above about getting it setup correctly with a rolling road session.
once done the difference is night and day, i made my own stage one kit from various mini shows jumbles etc and was as follows
maniflow single box centre exit mild steel system
cooper freeflow manifold
oselli torquemaster manifold (£10 from autojumble)
K&N cone filter (£5 from a jumble)
lucas sports coil
all this setup on an RR gave a before and after of
Before: 34bhp 44lb/ft
After: 52bhp 64lb/ft and it was a hoot to drive
