The Stowa Marine Original is what you are thinking of - white face and blue hands. In fact blue hands on watches like this are plain steel. The blue effect comes from flaming the steel to create very precise oxidation in that colour. It is incrediby vivid, but not painted.

Stowa MO is certainly correct.

I'm sure there are many watches with blued hands against a white dial.

Others that come to mind are the IWC Portuguese and Regulator - both available in that style; several Dornblueths, etc..

Breguet originally did 'blued' hands on their pocket watches, no? Still a feature on many of their wristwatches today. Yum.
