help - the bailiffs are harassing my mum!!

Please help - this is the story. mum divorced step-father in 1998ish. He has lived in the middle east since then, working as a contractor. He only returns home to see his mum and his daughter. His mum died in april and now he only returns to see his daughter. He no longer has any UK addresses.
He has been having mail sent to my mum's house, mainly bank statements. He is not on the electoral roll at the address.
Mum rang me today in a flap. She has been getting harassing phone calls from a company called mckenzie hall. They are debt collectors. They have told her they have had surveillance on the house, spoken to neighbours and know step father lives there. I have googled the surveillance company and they are part of mckenzie hall, so i dont for one minute believe they have.
Mum is scared the bailiffs are going to come knocking. I have told her to speak to the debt collectors but they wont tell her anything or believe what she tells them. What can we do? I am going to phone them tomorrow and speak to them, but what do i say? any good bits of legislation et to quote?

I assume she has been returning the mail addressed to him as "not known at this address"?
Has she checked her credit file with Experian/Equifax? her file will show who else is "linked" to her (as well as previous addresses) and if she can prove that she is no longer associated with any of the data held, she can write to them and get it removed from her file.

She's been sending all mail back as now known at this address. Now has phoned his bank and told them to stop sending meil to the address, also going to see Royal Mail to see if she can block all his mail from post office, and return it to sender.
The neighbours at mum's are brazilian, speak little if no english, so there is no way the bailiffs have spoken to them and had it confirmed he lives there, when he probably has been to the house 10 times max all year.

As an ex Credit Manager I had dealings with Mackenzie Hall and they, shall we say in my opinion, sail a little close to the wind at times.
Write to them :
Dear Mackenzie Hall,
with regard to your recent contact with my Mother Mrs ...... of ...Address...., please note that my Father, Mr ........., has not been at, or asociated with my Mother's address for several years. Mr .....has no connection with the house or family but has mail sent to my Mother's address wihout her permission.
Please be advised that this is the one and only communication that we will enter into with your company and we shall consider any further contact from you to my Mother or myself to be harrsment as we have no contact and no desire to be associated with Mr.......
If your firm, or any agent or subsidiary of your firm contact me, my Mother, or any other member of the family we will register a compalintg with the Credit Services Assciation, the Association of British Investigators, the Institute of Credit Management and Trading Standards Agency.
Please confirm receipt of this message and that we can expect no further harrasment from your company, its agents or subsidiaries.

I bet they still do and if so just tell them to go forth & multiply and send a letter of complaint to the agencies I mention all of whom they claim to be associated with.

ETA: No Bailiffs have been knocking and its improbable that they will. MH are on a fishing trip to try and flush him out. If the debt is over 7 years old its almost certainly unenforceable anyway.
Best advice is to laugh at them and move on.
IF any bailiffs did turn up they would have no legal right to enter the property and as there is nothing to remove that belongs to your father what can they do?
