Need a decent IFA in surrey.weybridge area ? Any help

Friend of mine has had a large amount of money sitting around since his father died. It is the ball and chain round his neck. He doesn;t want to spend it, or even think about it, but then feels guilty about it and then spunks some of it to make him feel better about the death of his dad etc etc.
He is only 26 now and has had it for 3 years, so he is not that financially astute ( doesn;t even have a ISA ). He has been able to buy his flat outright abnd has a heathly sum left over.
Saw him last night and he told me all about it ( never knew before ), it is making him really unhappy as he feels he can;t move on without doing something with the money ( ie putting it some where safe, then he can move on with his life know the money is being looked after properly )
He has £30,000 in premium bonds at the moment and is emotionally tired to having them in there as thats how he inherited them from his dad. This isn't the whole amount he has floating around probably same again on top.
Basically I told him he needs to see a independent advisor ( he has seen ones at banks but kind of switched off after a while ), but the guy need to explain things in real basic terms to him and also understand things like he wants to keep some money in premium bonds for sentimental reason at them moment.
Can anyone recommend a advisor they have used, who will be sympathetic and offer some really basic clear advise ( I could but i would rather not have that responsibility ), he doesn;t want to stick it in anything risky at all, want easy access to it ( although I think he should have some of it slightly out of reach), basically offer this guy some help that he really needs, he isn;t looking for masive returns and to be honest he will probably end up sticking it in a high interest high street account ( which I think would take a massive amount of pressure off him ).
He is happy to pay ( roughly I said it would cost him £200-£300 ) someone to offer basic advise.
