Massaging the figures

The other day Bryn's friends car was stolen from outside my house - I rang police to report it. I got through to the local team in somewhere like Wigan
(which was obviously a bunch of telephone answering bureaucrats employed to release the police for more important work)
They said I could not report the crime as I was not involved! I asked was it the same if I witnessed a murder?
This is the second time I've heard of massaging the figures - Peter (retired cop) told me that if you have your wallet pickpocketed it is recorded as lost property unless you and a witness actually say you saw it being stolen! ends....
Is this simply a way to keep the crime figures down?
