When my turbo seals started being naughty I got condensation-type smoke at half normal temp while stood still (did not show if I was moving), but quite thick and misty. At cold it was fine and at full temp it would go again completely. My oil consumption was slightly higher than normal but not that significantly.
Could it be because it's cold outside the puff is more noticeable? May be nothing, but hopefully someone else a bit more qualified will be able to give a better answer.

If it's been sitting cold for a while, and all you see it when you first pull off, then nothing really to worry about. All my turbo cars have done that, you should see the Ur Quattro - it looks a bit "Harry Potter" like some mornings 
If it starts to get worse, or does it when it's warm/hot, then it's a sign a turbo is on the way out.
