Problem with 88 Esprit

My esprit's idle is waaay low. Like 450 or so. Problem is, that the warm up cycle never starts...it goes to 450 upon crank and stays there, even when warm.
However, it does rev, and turbo spools well around 3K or so.
Any suggestions on where to start? Something wrong with the WUR? How do I remove the cap to the idle mix adjustment screw on the FD?

Did this just start? Or has it been like this for a long time?
It sounds like the throttle-jacking module is not working correctly, check the tubes and wires to it. There is also a relay in the trunk, check that too.
If you just want the idle higher, the idle adjustment screw is on the half-wheel where the throttle cable connects. Just make sure you loosen off the Throttle Position Sensor on the back end of the engine before you touch the screw or you'll get the throttle butterflys out of balance.

This has been like this since I got it (~3 weeks) I haven't driven the car much since it rolled off the truck.
I found and article about the 88 and ajusted the screw, but didn't see the part about the TPS until after I did it (DOH!). Car doesn't feel like it's out of sync... but how to I check to be sure?
Someone sent me a technical drawing of all the sensor locations, so at least that is a start
