Weighing down a tripod

Went to a wind farm today and surprisingly, it was windy!

I wanted to do something a bit weird involving a mirror as a mini project, but couldnt keep the camera still on a tripod.

Anyone have this problem, and found a way to weight it up so it doesnt move (so much)?

I carry a couple of (empty ) supermarket plastic carrier bags with me;
I just fill them with whatever is laying around - stones, soil, sand etc. - hang the bags on the tripod and empty them after the shot.
