Only to introduce them back with compound if they win the next election, you know what to do folks
The rertospective element had to be one of the most nasty and vindictive measures ever proposed against cars. What next bring back the tax on engine bore or horsepower (shhhhhhhhhhhhh matteo they might be monitoring my post)
If everyone switched to a Citoen C1 or Hyundai i110 they would loose a fortune but impractical for most and they know it. That is why they thought up the retro scheme.
