Divs in profile notes

Why do most people's profile contain a series of <div>'s in their "Notes" section?

Yep, it is a problem when the code is saved and it changes the formatting to work. But then if you edit the profile again it doesn't take the code out before editing so the code is left with multiple Divs... This is something I will hopefully get sorted this month.
