Why not just get the visa direct from the embassy?

They dont list how much the fee is, you have to phone up but it will be much cheaper than using an agency. The form looks very simple. If you have your flights booked it wont hurt to send a photocopy of the tickets with the application.
I wouldnt recomend using a visa on arrival service unless you have no option. Best to get the visa before you arrive to save worry.

^^^ What he said. We got ours from the Vietnamese embassy before we went. It will take you long enough to clear customs in 'Nam with all the right paperwork. I dread to think how long it could take if you had to collect the visa on arrival as well.http://www.vietnamembassy.org.uk/consular.html#PAS...

I have worked out here for the past 6.5 years and used the visa enrty system quite often, if you are coming for a holiday (28 day visa) get it in advance, either through an agency or from the embassy. I dont think the price difference is much different, plus they do all the leg work.
Visa on arrival is only available for longer visas (6 or 12 Months), which you can only get if you are arriving for business and you must have a covering letter from the business who is sponsoring you whilst you are in Country, inc passport photos and either $100 or $50 depending on if its your first visa or a subsequence one.
If pou want to stay longer than 28 days, assuming youre coming here for a holiday, then they can be extended for another 28 days through the travel agents in country
