WTF?! Strange "sales" call...I think

OK....I'm really confused here.
I just got a random cold call from a company.
The guy starts off by asking "What do you think abuot plans for subsidising people who have solar panels for heating your water?"
To which I reply "Hello. Well, if people are in the market for that kind of thing, then fair game if it helps them afford it."
He then decides to explain that their company subsidises people once it's installed. "So", I ask "you don't subsidise the initial high purchase and installation price of the solar panels?"
CALLER
"No. We will subsidise people if they advertise the installation company. For example, if you live near a school with lots of people walking past, the company gets free advertising."
ME
"OK, I have a gernerator, so our energy bills aren't high"
CALLER
"But it's about heating water for things like your central heating. So lower gas and water bills"
ME
"We also a private bore hole, so our utility outlays are already very low. Like I say, it's a good idea if it's something someone wants, but I'm not interested"
CALLER
"OK, thank you. Goodbye."
He was polite so I humoured him.
So what on earth was that?! Very odd if it was a sales call! He didn't even tell me the company's name

Oh I had exactly the same as this a while ago!
The guy started with a normal familiar 'Hello', clearly so I wouldn't just hang up
Did the 'would you be interested in blah blah blah solar panels'
I said I don't really care
He said why
I said 'because I live in a rented flat you cheeky b
d', and hung up! Signed up to preferential thingy the next day

Kept him on the phone for a while, asking him if they could do me any systems that delivered 'instant justice' and whether I could connect a shotgun to go off when the alarm was triggered.
He told me that the alarm would alert the police, and wasn't sure if they would 'put a bullet between the thieving git's eyes'.

How the feck does that work then, he didn't dial out??If ever I answer the phone and the openng line is "hello can I speak to Mr/Mrs Mysurname", I put the phone down. Nobodies rung back yet.
And I've signed up to that preferential service thing and still get unsolicited calls, not as many mind,

Er, you sure that's a good idea? Might not always be a sales caller could someone from the police/hospital/bank/garage/your sons school or whatever. Just because someone uses your name in an official capacity isn't any reason to hang up on them?I always wait until I know who the caller is before deciding if they're worth talking to or not.

I usually hang up if if there is a split second of silence where the caller has to hit the connect button on the control do-hicky.
