Frosty outside, frosty inside!!!

Bought my Tuscan in September and the heating never worked. Always based my purchase on one which had AC (cos they get hot inside, so everyone said.) Well now thats its stupid cold outside, Im freezin me nips off inside.
I have read a few threads about heater issues, and heres what happens in mine.
Heater blower works (nice and draughty). If I change the temp setting, blower stops whilst attempting to move "flappy bit" before blower comes back on. I have read that its either the "stepper motor"? or the motor gears or the ECU. When the blower turns off to move the flap I have listened for the motor and/or the flap moving and hear nothing - silence.
So, Does this mean , the motor has failed, the ECU has failed, or is there a fuse I should be checking, or something completely different? like stop being a girl and put another coat on.

Hmmm, (well, more of a Brrrrr), I had a look under the dash in the passenger footwell and found 2 things, one, a black box thingy about the size of 2 fag packets strapped together with a large multi connecter plugged in (possible 15 cables (ish)) and two, a small swith/dial (looked like it was off a really old stereo with the knob missing) with a couple or three, thin wires plugged. Is that the kind of thing i'm looking for?
P.S. Just re read my sentence to check it sounded right, and discovered my car is made of fag packets and old stereos, LOL, good old british engineering.

The Black box will be the heater control unit - pull the plug off and check for any discoloured or corroded pins. The 'old stereo knob' unit will be the air con thermostat. I don't know what it should be set at or which way does what - it's very similar to the unit you'd find in a fridge! If you work out which way does what - can you let me know please? (clockwise or anticlockwise etc)
Unplugged black box and dismantled, I guess the rust on the screws should have been the clue. water damage on PCB and round solder joints on the board. WD40 and a little toothbrush cleaned it up , gonna go plug it in and see if I can hear the heater flap motor. Cant fully test til the morning in case I upset the neighbours by warming her up.
Not planning on using the air con soon, not until I have thawed out properly anyway, but will update the post if I ever find out.
