Neighbours cigarette smoke in my house

Hi, can anyone from the ph masses help me sort out a problem.
We have a new neighbour who smokes in their house, which is fair enough, except that the smell is coming through into our house which is not.
We've brought it to the attention of their landlord who has sent someone around to have a look at the property, but who says they cannot see how the smoke is getting through to our house, and as such nothing has been done to stop it. Now that the weather has turned cold all their windows are shut and it is now unbearable in our house, my 4 year old daughters bedroom stinks of cigarettes.
Is their any legislation that I can quote to get something done?

Apparently not. According to environmental health and the council its nothing to do with them as its a civil matter.

Sure!20 B&H a day and you won't notice the smoke coming from next door anymore.
Fight fire with fire (or smoke in this case) another problem solved PH style, makes me wonder why we all didn't think of that.

No vents sadly. Seems to come through the wall under the floor boards as it is worse in the rooms without carpets, and with 3 floors i'm not too keen to rip up all the floorboards to find the hole.

Hi in response to the above comment, the only legislation that springs to mind is!!!! Over 16 to buy cigarettes.
Surely your daghters that you say are 4 years old, are far too young to be smoking cigarettes at their age!!!! I blame the shopkeepers, you would think that they would have the foresight to ask for I.D????
I would think that a Bob the Builder CPCS plant operators card would be more than sufficient!!!
Also I have to say that I level some of the blame at the parents for not encouraging the girls to open the window when they are having a tab!!

Hi in response to the above comment, the only legislation that springs to mind is!!!! Over 16 to buy cigarettes.
Surely your daghters that you say are 4 years old, are far too young to be smoking cigarettes at their age!!!! I blame the shopkeepers, you would think that they would have the foresight to ask for I.D????
I would think that a Bob the Builder CPCS plant operators card would be more than sufficient!!!
Also I have to say that I level some of the blame at the parents for not encouraging the girls to open the window when they are having a tab!!
