Well in a way they are.
Oil states have been investing in Western companies for years, which could be seen as propping us up.
Indian companies own Corus (British Steel), Land Rover/Jaguar etc etc.
Certainly I would be reviewing the amount of forein aid from the UK, as I always feel confused by the fact that the UK is giving "aid" to China and India when they are essentially more wealthy than us (even though standard of living is not). I douubt it wiull save UK PLC the hundreds of billions we really need though.
