Have I got this right? Brown decided to throw a few billion at the Banks in order that they might start lending again and kick start the economy, but....Banks being what they are decided to sit on the wonga and restrict lending, refuse to pass on better lending rates and double the interest on credit cards.
Is this correct? are the Banks really contributing to the situation needlessly by pushing people into difficulties ?

you forgot about the bit about handing out easy credit, taking a caning and then restricting the cash plus taking a caning
