Help me remeber the film

theres a film i was told to watch by a work coleague, i cant for the life of me remeber what it is, But something weird happens to the city its set in and a series of events unfold and then for some reason the population just start to kill themselves, theres a a scene where a cop kills himself with his gun, then someone walks up the the body, picks the gun up and kills them self, and this happens a few times.

Can anyone help me name the film??
