NIP etc incl police won't accept documents!

Looking through the various thread on NIPs and producers can't find answers to follow, can anyone help?
Stopped at night by police officer with lazer gun, was driving a fleet pool car.
Gave officer my details and he gave me a 7-day producer relating to only my driving licence.
Speed on his gun was 97, was friendly and joking with officer and he never gave me anything remotely resembling the verbal NIP - did say that speed was above what he could issue a ticket for and could mean a court case - is this sufficient? Doesn't the verbal NIP have to be exact.
Gave the officer my address and details - does this mean any written NIP would have to come to me rather than the registered keeper of the car? haven't received anything and it's over two weeks.
Didn't keep the little piece of paper the officer gave me. Turned up to first police station with licence within 7 days - they refused to accept or record licence as the road in question wasn't in their county and I didn't have the little piece of paper. The counter woman showed me one of the pieces of paper and that only says that it SHOULD be shown when the documents are produced...
Tried another station - closed despite being advertised as open. Final station did accept and record licence details.
Anyway, from this:
1. Does a verbal NIP have to be given exactly if you're stopped by an officer?
2. Will a written NIP go to the driver or the registered keeper if you give the officier the details of yourself, the driver of the car at the time of the alleged offence?
3. Do you have to show the piece of paper when producing documents within 7 days?
4. Can the police refuse to accept documents not accompanied with the document given to you by the officer.
5. When you nominate a police station, if it is closed can you produce at another station?
6. If the written NIP goes to the registered keeper / fleet administrator, what happens next?

right yes they have to give you a virbal nip.
but it wont make any difrence if they dident they will just lie later and say they did.
be carerfull with producers.
they tryed it on before with me. took all my documents down.
but they made out i dident, and It ended going to trial.
now i wont leave the station and kick up a right fuss untill they give me a full writen recite that they have been prodused and are all in order
if a nip was sent by post it will go to the registered keep
and if he tells em it was you then to you.
if you get a writen one dont forget not to sign it.

I had this one too ! 'cept I didn't lose my docs - police tried to get me to have a HORT/2 completed... with no HORT/1 being issued, and no verbal. Very very strange. I think targets are being met in an underhand way. Hence my post "challenge to Bib". Lucky for us on PH, the law boys that post here seem very honest & above the sort of corruption that appears to exist in the outside world. This is both good & bad.
