Why discuss cutting F1 budget in Monaco?

Surely it would be cheaper to have their discussions in Swindon or Milton Keynes! I am sure their
hotels and expenses were not paid out of their own pocket!

and many of the F1 drivers/bosses can walk from their swanky apartments, instead of flying.
