Freelander turbo diesel need advice please

Hello all,
I could really do with some advice. had to go out and rescue my mum in her 2003 freelander tdi, thus lending her my civic (not happy!) anyway what has happened is it seems to be running fine except when you hit 3000rpm its like its hitting an invisible rev limiter, no more power, no nothing. is this some kind of safety mode? would much appreciate any advice on what the problem maybe, how its fixed and is it expensive
