What use would a four minute warning be??

Ok,
In the sixties/seventies there was always talk about our four minute warning nuclear response capability...in other words if Russkie missiles were on the way,.. RAF Fylingdales or somesuch would detect them, flash a message to our PM who would have spilt seconds to decide a course of retalitory action.....
Presumably he/she would have a brief case to hand with all the secret codes to initiate our "reply"..
However, what if our glorious leader was playing Golf, asleep, unobtainable for whatever reason....what then??
Same applies to the USA, Russia or any other nuclear power...

The network of civil defence shelters, observer corps bunkers and the provision for civilian broadcasting operators to provide nationwide warning of an imminent nuclear strike was disamantled in the nineties.
More worringly, the cue for the Trident subs to launch a first strike on Russia, China and Wales should the Ultra-Low-Frequency link fail would be that the news that John Sargeant had won a pro-celebrity dancing competition should be broadcast on the BBC radio 4 long-wave news, just before the shipping forecast (an unlikely event, they deemed when the plan was drawn up).
