Water meters and burst pipes.

Am I right in thinking that if you get a burst pipe on a water meter you're paying for it? If so does any device exist that may limit both the financial and actual damage like some sort of flow meter? And if not would some one like to invent it. I was thinking of a device which could be set to say allow a flow of so many litres a minute, could be adjustable for say when your watering the garden, having a shower or using the dishwasher but would limit damage in case of a burst pipe. What do you think?

The link below could be what you're after. It has two modes; at home mode where a certain amount of water is allowed to flow before shutting off the supply. An away mode where it will shutoff after thirty seconds of flow.
