Yes, he may have been involved. Simply because they used the word "may", it mucks up the question.

On a strictly language level, it's a). But the context and facts given would imply that c) is the answer they're looking for.

Which is the conclusion many have come to. Seems like bad English, even if the desired answer is fairly obvious.
