If the mayor cancelled the contract then there will be a payoff of some sort, or IBM just get threatened that they'll never get another IT contract whilst the Tories are in power, and considering Labour will be turfed out next General Election, you probably don't want to get too greedy just now.

So, what you are saying is that we either pay IBM £200m for driving into London via a congestion charge, or we pay them £200m via GLA extortion tax?What's the difference? Taxpayer pays either way.
