They work while in Prison and are credited some crazy low wage per hour. It is surely enough to pay $1.55 for two meals or whatever it was.

The State pen here is self sufficent food-wise. The inmates spend long days on the prison farms raising/growing food. They actually produce a surplus which the prison sells on the market to offset taxpayer's input.
With the heat here, that is not pleasant work.
