I wonder if anyone can help me with this one or am I 'bang to rights, guv'nor'?

I left a car in the custody of a friend when I was posted to Cyprus, on the understanding that he would register himself as the keeper and tax and insure it. Long story short - he didn't and this week I received a notice of fine, costs and back duty for no tax displayed.

I phoned the court people who were surprisingly helpful & friendly. They suggested that I apply to have the case re-opened. I'll have to attend in person, which I can't for ages, but that seems OK.

So my question is: do I have a leg to stand on or am I still liable? Any advice would be most welcome.

Its your responsibility to notify DVLA of change of registered keeper.

Yup, I would say you sent it via registered mail cos that sounds better and the post office (or is that 'consignia'?) would have no way of verifying it anyway i don't think.

I once asked and was told that sending a registered letter is not a guarantee that it will be delivered, and it is not tracked, but it just means they try and get a signature if the letter does make it to its destination.

Registered post is trackable but usually for insurance ourposes where the package has a value. Recorded delivery is where you get a signature, in both cases you are given a receipt and tracking number. AFAIK. I use recorded regularly when billing clients.

Hmm, you are right i was thinking of recorded delivery, but you say that IS tracked now?
