This letter from the ACPO confirms that the video recordings made by an officer/talivan also(presumably) do NOT amount to evidence.
In the light of such a revelation, how can footage/stills taken from it, be used as such?

I think the video from a Scamera van is just to back up the "evidence" provided by the laser gun (the evidence that is correct simply because "it just is...!")

I think the video is an attempt at identification - cos without it they can't convict if the owner has made reasonable attempts to identify the driver!

No it does not confirm it.
Just because ACPO says it doesn't mean that it's the law. Borrowing from the 'rules of spam'.
1) Scammers lie.
2) Scammers are dumb.

Precisely. It is a ruse that they have come up with to try and prevent you getting the bits of the video they don't want you to see.

ie the bit that could confire ther telling pokies about the speed.
