Anyone work for Tiscali/Toucan??

I am getting a tad frustrated now :P
For the last three weeks i have been trying to get some kind of incoming call barring sorted out. I have to call 'Bob' in India every time and he or she promises me that they can do it, have ordered it and will call me back to set it up.
I then call back a few days later and go through the whole thing again, ussually being told that service was not infact available but i can do it a different way which they will set up for me and call me back...
I decided maybe i should be sneaky and call the sales line and speak to someone in the UK and ask them about their call barring services should i sign up with them...
"We don't have any such services sir. You can bar outgoing calls, but not incoming."
Still waiting for Bob to call back..
Is Bob programmed to be a yes man if he is unsure of the answer?
Does anyone know off any way i can add annoying phone numbers (or even entire dialling codes) to an ignore list?
