Paypal. What utter ****

Just tried to buy something online from a website that uses Paypal for all their credit card transactions, so I opened a Paypal account. First I have to give them all my details, then they make a $1.95 charge to my credit card - on my credit card statement (which I can check online) the description will include a four digit number which I then enter at Paypal to confirm my card. According to the email they sent me "the charge will be refunded to your PayPal account after you confirm your card. When you confirm your card, your Sending, Receiving and Withdrawal limits will be lifted and you will be a Verified member."

Er, nope. They've charged me $2.95 in two different transactions, my account hasn't been verified, the charge hasn't been refunded to my Paypal account and they won't let me buy anything from the initial website.

So then I tried to buy without using the Paypal account using the same credit card, but with Paypal handling the transaction - Paypal charged $1 to my credit card and then refused the transaction because they couldn't verify my card.
