I can only think its an emergency crew shifting a tree off road/power lines (though there isnt a breath of wind), a fire crew using a petrol disc cutter to free someone from thier motor, or someone only just got finished fettling thier r/c buggy.

Or some bloke carving his family up into more manageable pieces for transport.
