hi can the passenger side airbeg be turned off in our 03 cooper

It can be turned off but only through BMW and coding.

An de-activation code is sent from bracknell and then via retrofit it is then turned off.

I also think that you have to sign a form to state you understand the implications of removing the function, I would have thought that you need to inform the insurance.

The would not turn off my moms air bags though...

There was an option to have a disable function, this is now standard on the car. However a dealer can also retrofit this, but as you can imagine there will be a hefty cost for this.

I am assuming you want to put a car seat in the front?

Well if you are I'd stick to putting the car seat in the back, much easier and safer too.
