Got a limp one.

The rev counter seems to stay on 0 rpm when ticking over cold after a couple of miles regains to 800 rpm. Has started to do this over the last couple of weeks, also noticed not getting the full 80 PSI on startup it now seems to be just below (oil is full as I check it each time its used). Are these both due to the cold weather ?
