Boyfriend of neighbours daughter

We live on a quiet cul-de-sac on a housing estate, it is very quiet, and once it gets dark there's hardly any noise. That was until recently, when a neighbour's 15 year old daughter has got a new boyfriend. In the early hours of the morning, most mornings, I hear a car outside. I look out and the boyfriend has arrived for his night time f
k. He stays about half an hour, before getting into the car, and driving off. The question is, as I responsible neighbour I feel I have to say something. Without it seeming like it's none of my business, how do I let them know that the fan belt on the boyfriends Saxo is slipping?

However you do it, make sure you keep the embarrasment minimal for all involved.

The poor chap might not realise it's not supposed to do that, and it doesn't happen to everyone.
The parents might be a little hurt when if you tell them their daughter is seeing someone with such scant disregard for basic car maintenance.
