I've build my own streaming server case, since my music stuff is all 19" too, and I use a laboratory equipment rack for them
It wasn't an easy task, since the PCI bracket panel needed lots of time. Now I know all relevant 19" rack and ATX dimensions
There is a 4U case, which nearly every electronics suppliers stocks; it's build somewhere in Asia, and sold under different labels. Lowest price without p/s, but inc. VAT is €130. See a German offer here, but I'm sure it's available in the UK too

Should I just whack all my old stuff in there or build a new PC from scratch. will standad motherboards fit in etc (I've only built one PC before (tower system))
I wanted a neat solution too, but the cases which allow the [good value-] mainstream components are at least 4U high. Problem is, the space between the rack posts is max. 450mm. That means the case must be under 440mm wide in total. ATX power supplies are 150mm wide (if used in a 2U case), and ATX mainboards are 300mm wide. Both of them need to be beside each other at the back of the case, when cables and connectors should get out at the rear.
If you want to buy new, but not expensive stuff, an Epia-mainboard seems to be ideal for a streaming server (mentioned in the in-car-pc thread). You usually do not need to use PCI cards (which normally need 3U cases at least) with Epia boards, since all important chips come with them.
A good resource to start with:

There are articles and links about how to build a livingroom/streaming media PC, and where to get components, and what is offered for this purpose.
IIRC, there are suppliers for low profile cases, which accept std. H/Ds etc.
