Self-illuminated road signs?

As I understand it, if a speed limit sign is indicating the START of the new speed limit, AND it is within 20(?) or so metres of a street lamp, then it has to have it's own light source. My question is this, if it doesn't have it's own light source, therefore the limit is not enforceable, is there any limit on that road at all e.g., the same as the road that preceeded it or is it automatically a 30 because of the presence of street lights or what? I noticed this situation "somewhere" (not saying where in case it gets rectified then I won't have any excuse if I get caught down there!) 
Unfortunately it's not the stoopid new 20 limit on a road near me, at the other end of which is a school which has a higher limit?! Safety my butt!!

I think maybe you could get off any speeding conviction on a technicality if the terminal signs were not illuminated. No doubt there may be other offences you could be done for depending on the speed.
You could cast doubt on the luminance on the terminal signs by refering to the previous and subsequent lighting scout for the area.

It's 50m., however it must be a 'trunk' or a 'principal' road to require lighting.

Yes, the signed limit. It's not that the limit doesn't exist, it's just that it's unenforceable.

No, because there's no speed limit order on the said road for the previous (different) limit.

No; if there were no non-compliant signs, and street lamps, the limit would be enforceable. However, the presence of the non-compliant signs renders the limit unenforceable.
