PS I'm sure in the not too distant past, you could have drawn a similar graph with the US on same end and Japan where China is today.

I wonder if that includes PFIs and public sector pension commitents?Debt:GDP might be a fairer comparator. I'm fairly sure that Japan's debt:GDP is approx 1:1. Uk is somewhere around 45% but expected to be 57% by 2011/12 (which is about where the USA is now. Dubai recently announced about 150%.
