Any thoughts on this?

Car in question is a 2005 Fiesta diesel.
Basically ever since I bought the car (over 3 years) I've had this weird problem with the steering.
It will vibrate sometimes, and then be fine the next. It seems to go in spells, i.e. in a typical journey it could do it all of the time at 70mph, then 50/50, or not at all, and varying in between those ratios.
I would of thought if it had been wheels out of balance it would of been a permanent feature? But I've had numerous sets of tyres on it just due to the mileage I've done over my ownership. I also tend to swap the wheels to the back once the tyre gets worn down a bit. (Edit - I should say the alloys aren't buckled)
It's something I've lived with but is a really strange problem. An experience with Ford when I bought it put me off ever asking them to take a look at it in fear it'd end up worse or they'd break something.
