Breather on Pre-waxstat Carb

Hi all,

Changed the carb on my 850 to see if it's any better..and it is (slightly) . However, it wont idle and is hunting on choke. There is a breather pipe on the float chamber, should I block this? As I have no pipe to connect it to. Or do I leave it?
