A lad I know who is 18 and has only recently past his test has been pulled at 30 in a 20 zone. It was late at night, the plod just looked at his car, breath tested him and sent him on his way. About 6 weeks later he has received a summons. Why did he not get a nip? What is likely to happen to him?

I'm impressed he was only doing 30, if the conditions were okay the cop should have let it go.
Still speeding kills and I am sure he left a trail of death and destruction in his wake.

If i had got a ticket for doign that at his age, I probably would have given up registering/taxing/insuring vehicles on the spot as i am tempted to do now anyway...

I'm sure I've seen somewhere that 20mph speed limits are officially advisory only and that the BiBs don't enforce them. Is this complete twaddle?

That being said, shouldn't this young chap have had official notification at the scene that an intended prosecution was on the way?

He didn't happen to get a producer (to show licence, insurance etc) & then forget about it did he? I know when I was that age, whenever I got stopped, I ALWAYS got one!

There is a 20 mph limit on a bridge near us, whilst the resurfacing works are on.

At weekends and in the evenings, the speed cameras are uncovered and set to trip at 21 mph - so I guess that they must enforce it.

We've definitely discussed this before (I raised the topic, I'll see if I can find it). My sister's bf is an ex-tory councillor and he told me that 20mph limits are unenforcable....

From what i on safespeed/pepipoo etc you can only get fine/points in a temp. speed restricted zone on a motorway. For example, caught speeding on a NSL A road thru a temp 40(roadworks) would get you a fine, no points.
Anyone dispute this?

I got 3 points and £60 for doing 57 in a temporary 50 on a dual carridge way near silverstone.

Anyway back on topic, any idea what hes likely to get, As I understand it the summons is for speeding not for not producing.

Can't say for sure, but I got an extra point ON TOP of the 3 for speeding when I didn't produce my docs at the station in time, which is why it all went to court in the first place! So, if the bench decide there was no need for it to have gone to court, they may well give him an extra point or two just for the hell of it. But I may be talking complete b******s!

When you say he was "pulled", was he clocked in a speed trap or just pulled over? Surely if there's a summons been issued there must be some evidence for the speeding claim, eg photo/video? Could you be summonsed (is that a word?) purely on the say so of the BiB? How on earth could anything be proved?

Surely we haven't stooped low enough to have speed traps in 20 limits now have we?

He must be given a NIP, either verbally at the time, or within 14 days. From what you say, this didn't happen, and as such, in theory, should be a defence.
However, in practice, it won't be. The BiB at the scene will just lie.
Properly signed 20 limits / zones are enforceable.
They must have 20 roundels with red circles.
If it's a traditional limit, there must be repeaters.
If it's a zone, it doesn't require repeaters, but it does require physical traffic calming measures; no point in the road must be more than 50m. (IIRC) from one.

A quick update, for the unspeakable crime of 20 in a 30 the lad was sent to court, he admitted everything and apologised profusely saying that he knew he was inexperienced and that this had tought him a lesson. He stil got 5 points and a £60 fine. I have alos found out that he got gaught by a lazer gun, late at night and just after the 20 signs so he was in the process of slowing down.......a little harsh I feel!!!

As your mate has learnt - speeding is the worst crime possible in this country.

He should be glad he didn't kill a toddler as he was slowing down

5 points for a 10mph over the limit? I'm guessing we don't have all the facts here because that is a simply ridiculous penalty for such a minor offence. The percentage of drivers that stay at or under 20mph on these roads must be in single digit figures from my experience.

If not, then the system has surely just created another driver with zero respect for the BIB/justice system.

More money for the government, still as 206xsi said
speeding kills, are you sure no one died at that outrageous speeds. Also inform him of the benefits of a laser jammer.
