Or of course, there is another way to look at this.
Could it be your local council providing you with some information and evidence that will allow you to save money, target insulation and heat loss. Ultimately it helps to save energy and reduces overall use - so it even keeps the greenies happy.

Forget environmental issues for the moment, this would be useful as it could tell you where you are losing energy and thus MONEY. Your house would keep warmer more easily and cheaply. Weigh up the cost of insulation against energy savings and decide whether or not to go for it.
Some people are just anti-"environment" just for the sake of it
If they were *forcing* homeowners to get insulation (or punishing them for it) then fair enough, you have a complaint but as I see it, that's not what this is about.....

As with road tax, more people will see an increase than a decrease - if they don't then the goalposts will move.

Not being naive in the slightest here, but if this was offered as a service to me at a reasonable cost, I would probably have taken it up. Lets say they charge £20 for a thermal picture of my house, and it shows that I'm losing most heat from the extension roof - as opposed to my gut feel that the front door is poorly manufactured. I would then be able to make the most difference to my heating bills by using accurate information.
It's JUST because the councils are paying someone to do it, the chorus is up in arms.
I'm not really much of a global warming believer, however I do see saving fuel (and hence, money) as not necessarily a bad thing.
