Credit Agreements?

Quick Question, and a chance for you to flame a muppet.
I ordered some clothing from an online retailer back in November, sent most of it back but kept a t-shirt that cost £20. Recieved a bill in December from them and it being a small bill managed to forget to pay it, today I recieved a letter from a debt collecting agency asking for £1.67 a month to clear my £45.06 debt.
It isn't a huge amount of money and maybe I should pay it and kick myself, but I have signed no credit agreement with this firm (I have my copy and the one I was supposed to return here unsigned) so can they legally add £24 for 2 missed payments and a random £1.06 from nowhere?
