There's a boat and a hovercraft in a channel of water.
The water flows at the same speed as the vessels but in the opposite direction to their travel.
Would the boat move forwards?
Would the hovercraft move forwards?
ETA. the boat is powered by a conventional propellor.

Probably wrong but:
A boat with an engine and propellor is propelled by 'pushing' the water behind it, right? If the water is already flowing in this direction, won't the water already moving that way help it along more?
Or does it negate the spin of the propellor because the body of water is moving 'under' the boat rather being 'pushed' behind it?
