Can we assume the tires come with them, it doesn't state they do in the listing?

I'd fancy a spare set, but it seems quite pricey for second hand refurb wheels. I'm not sure I could justify £1,500 in the middle of a credit crunch and then spend an extra £1,000 on tyres. Out of interest, if the seller is still building his car, how have the wheels got damaged enough to need a refurb? I wouldn't have thought they'd have been used yet.
