The Goonies

Got talking about The Goonies the other night. The wife and her mates built a snowman and it ended up looking like the guy from The Goonies who was the brother of the bad guys in the film.
The one who got dropped a couple of times as a baby by his mum and they kept him chained up.
Not one of us out of 6 can remember what he is called and its really bugging me now.

Please help
