LCD TV help - circuit board

ALready posted this in the computers and stuff section but thought it might get more views here. Anyway have a read!
I have been given a LG LCD Tv for nowt which is playing sound but no picture.
I've had it apart to see if anything is wrong such a blown capacitor but nothing is standing out. The PCB is however making a buzzing noise - Not like it would with power going through it but like its shorting?!
On the main circuit board there are a number of small LED's which are red. Is this normal? It seems that its a common problem with these tv's but no one seems to give a definate answer as to what it is thats actually gone wrong.
