Especially as a large number of them are already nicked from Europe before being shipped to Dubai and re-registered there.

Quite right and not just Europe, Japan, US, Australia, you name it. Saudia amongst other middle east countries is a worldwide centre for receiving, doctoring and passing on stolen motors, I remember reading about that 10 years ago when looking into grey imports and it is still the same today.
